Next Generation Transportation Investment Strategy
The Final Next Generation Transportation Investment Strategy (Next Gen or the Strategy) is the culmination of a two-year planning effort led by EDCTC in coordination with a consultant team, jurisdictional partners, and stakeholders. The process included robust public and agency engagement, incorporating targeted outreach strategies to ensure broad participation. A key component of this outreach was the launch of the Social Pinpoint online engagement platform in October 2024, which remained active through early 2025. This tool provided an accessible and interactive forum for community members to identify transportation issues, map concerns, and share input on priorities across the western slope.
The Strategy establishes an updated framework for evaluating and prioritizing transportation investments. At its core, the Next Gen Strategy is designed as both a planning and project prioritization tool. It is intended to:
- Support project identification and prioritization for future transportation investments
- Serve as a reference for EDCTC and partner agencies in preparing competitive grant applications
- Inform the Regional Transportation Plan (RTP) and related planning efforts, particularly in the areas of performance measurement, climate resiliency, and equity
- Integrate key policy considerations and data into a cohesive planning framework
- Provide an interactive mapping platform to visualize transportation needs, support public engagement, and monitor project development over time
Technical analysis prepared for the Next Gen Strategy includes an evaluation of existing travel patterns, vehicle miles traveled, greenhouse gas emissions, and the role of major corridors such as US 50 and State Route 49 in serving both local and regional travel demand. The analysis also examines climate vulnerability, disadvantaged community considerations, and emerging mobility trends, including the growth of electric vehicles, microtransit, and opportunities to support compact development patterns that may reduce trip lengths and expand multi-modal travel options.
These analyses collectively inform a performance-based project evaluation framework that incorporates metrics related to mobility, safety, resilience, equity, and project readiness. The Strategy also includes a high-level financial overview identifying potential funding sources to support implementation.
