For purposes of the Brown Act §54954.2(a), the numbered items on this agenda give a brief description of each item of business to be transacted or discussed. Requested Action does not prevent the Commission from taking other action.

The Commission is concerned that large amounts of written information submitted on the day of the meeting may not receive the attention it deserves. To ensure timely delivery, written information from the public must be received by the Commission Secretary by Wednesday prior to the meeting on Thursday. The Commission Secretary cannot guarantee that any fax or mail received the day of the meeting will be delivered to the Commission prior to action on the subject matter. Any item presented at the meeting must be provided to the Commission Secretary with a total of ten copies for distribution.

REQUESTED ACTION:
• Open public hearing regarding the EDCTC 2010 Regional Transportation Improvement Program (RTIP)
• Accept public comment
• Close public hearing
• By Resolution 09/10.13, adopt the 2010 RTIP for El Dorado County and direct the Executive Director to submit the RTIP to the California Transportation Commission.

C. Section 5311 Grant Application Certifications and Assurances
REQUESTED ACTION: By motion, adopt Resolution 09/10.14 to:
1. Authorize the El Dorado County Transit Authority (EDCTA) to submit a Section 5311 grant application for Federal Fiscal Year 2009, stating that:
The El Dorado County Transportation Commission does hereby authorize the EDCTA to execute all standard agreements or amendments necessary to obtain the aforementioned FTA Section 5311 Operating Assistance grant in the amount of $491,432 through Caltrans.
2. Authorize the Executive Director to sign the regional agency certifications and assurances.

REQUESTED ACTION: Approve the participation of EDCTC, as a co-host with the Sacramento Area Council of Governments and Placer County Transportation Planning Agency, in a reception for the California Transportation Commission on January 13, 2010, in Sacramento.

G. Local Transportation Fund Bicycle/ Pedestrian Funds Programming
REQUESTED ACTION: Adopt Resolution 09/10.15 programming $30,000 in Local Transportation Fund bicycle/pedestrian funds to El Dorado County Department of Transportation to match a $300,000 Bicycle Transportation Account grant application for Class II Bicycle Lanes on Cameron Park Drive.
