B. Professional Services Agreement Extension for Federal Advocacy Services with Van Scoyoc Associates, Inc. (Mathews) REQUESTED ACTION: By motion, authorize the Executive Director to extend the professional services agreement with Van Scoyoc Associates, Inc. for Federal Advocacy Services for an additional four years from November 1, 2004 to October 31, 2008, for a total five-year term.

REQUESTED ACTION: By motion, authorize the Executive Director to extend the professional services agreement with Miller, Owen & Trost for General Legal Services for an additional four years from November 1, 2004 to October 31, 2008, for a total five-year term.

D. Master Fund Transfer Agreement between EDCTC and Caltrans (LeBlanc) REQUESTED ACTION: By motion, adopt Resolution 04/05.07, authorizing the Executive Director to sign a new Master Fund Transfer Agreement (Contract No. 74A0113) and other agreements necessary for the receipt of Commission-authorized state and federal funds.
