RIDE-TO-HEALTH FEASIBILITY STUDY
The final El Dorado County District 2 Ride-to-Health Feasibility Study was accepted at the December 2004 EDCTC meeting.

The Fiscal Year 2003/2004 EDCTC Goals and Objectives include the goal of pursuing rural social service transportation options for the elderly, with a focus on Non-Emergency Medical Transportation.

A Federal Transit Administration (FTA) 5313(b) grant was awarded to EDCTC for fiscal year 2003/04 for a Ride-to-Health Feasibility Study in Supervisorial District II. Consequently, the Ride-to-Health Study was incorporated into EDCTC’s Overall Work Program for fiscal year 2004/2005.

The Ride-to-Health Feasibility Study focuses on Non-Emergency Medical Transportation (NEMT) needs for District II (also referred to as South County) residents to medical facilities both within and outside El Dorado County. LSC Transportation Consultants, Inc., was selected to conduct the study, in cooperation with staff from EDCTC, the El Dorado County Transit Authority (EDCTA) and the County Human Services Department.

Public outreach efforts for the study included an initial public workshop at the Pioneer Park Community Center in June, 2004, a mailout of approximately 1760 postage pre-paid surveys to South County residents to solicit information on non-emergency medical transportation needs, and a second public meeting on August 26th.

The Draft Feasibility Study was presented to the Commission in October 2004, and to the EDCTA Board in November 2004. The Final Study includes a recommendation from LSC to initiate a new rural transit route, pending available funding, to serve the NEMT needs of residents in the study area.
