EL DORADO COUNTY
2025 REGIONAL TRANSPORTATION PLAN

What is it?
The RTP is a blueprint for the systematic development of a balanced, comprehensive, multi-modal transportation system, including but not limited to: roadways, transit, aviation, goods movement, bikeways, pedestrian facilities, transportation systems management and intelligent transportation systems. The RTP considers both the short-term (up to ten year) and long-term (ten to twenty year) periods, and focuses on those improvement projects that currently have funding in place or that are projected to have funding in the future (fiscally Constrained), while it also identifies improvement projects that are needed but do not have funding (Fiscally Unconstrained).

RTP REQUIREMENTS
The El Dorado County 2025 RTP has been prepared in accordance with AB 402 (Government Code Title 7, Chapter 2.5, Sections 65080-65082) using specific guidance from the California Transportation Commission Regional Transportation Plan Guidelines (revised December 2003). To qualify for funding in the State Transportation Improvement Program (STIP), projects included in a Regional Transportation Improvement Program (RTIP) or the Interregional Transportation Improvement Program (ITIP) must be consistent with adopted RTPs. In compliance with Government Code Section 65080(c), the California Transportation Commission will only consider STIP funding for projects consistent with an RTP adopted within four years (in rural regions) of STIP adoption.

RTP PUBLIC REVIEW

In conjunction with the Environmental Impact Report (EIR), the RTP was distributed for public review from June 29 to August 12, 2005. The public hearing for the RTP and EIR, conducted on August 4, 2005, provided the public an additional opportunity to provide comments on the RTP. Several comments, both oral and written, were received on the RTP, and were included in the Commission’s September agenda packet.

The El Dorado County Regional Transportation Plan 2005-2025 was adopted by the EDCTC on Thursday October 6, 2005.
