CITY OF PLACERVILLE
FINAL NON-MOTORIZED TRANSPORTATION PLAN
ADOPTED APRIL 2005

Executive Summary
The Non-Motorized Transportation Plan (NMTP) for the City of Placerville (City) was developed to address several issues related to non-motorized transportation in the City. This is the City’s first formal plan for non-motorized transportation, and this document could ultimately serve as a component of a future General Plan Circulation Element update. The NMTP provides a blueprint for the development of an ultimate bikeway system throughout the City, as well as providing for compliance with Caltrans Streets and Highways Code (Sections 890-894.2, Appendix E), enabling the City to be eligible to apply for Bicycle Transportation Account funds.

The NMTP represents the efforts of the EDCTC staff, the Non-Motorized Transportation Plan Advisory Committee, the City of Placerville and numerous dedicated citizens. The NMTP was developed with an overall goal to “Provide a safe, efficient and convenient network of non-motorized facilities that establish alternative transportation as a viable option in the City.” The NMTP addresses specific areas of non-motorized transportation including: non-motoried circulation, safety and education, implementation and maintenance, land use development, multi-modal integration, pedestrian mobility, and funding.

The primary emphasis of the NMTP is planning for the facilities used by the “Bicycle Commuter” (as defined in the Streets and Highways Code Section 890.3). The overall bikeway system includes proposals for nearly 20 miles of new bikeways including 3 miles of Class I bike path, 8.6 miles of Class II bike lanes, and 6.25 miles of Class III bike routes. The approximate cost to implement all projects contained in the plan is $3.2 million. The development of the proposed system will provide better bicycle access to the various activity centers throughout the City and encourage increased use of the bicycle as a transportation mode. An increase in bicycle transportation benefits the entire region in terms of improving air quality, reducing congestion, and improving health and overall quality of life for residents of the City of Placerville.

The plan also includes an inventory of the existing sidewalks in the City of Placerville to the following extent: The sidewalk or pathway provides a significant transportation benefit for either pedestrian or bicycle travel and provides connectivity between activity centers; i.e. schools, commerce, parks or employment centers. The inventory of the City’s sidewalks identifies some missing links in the pedestrian system. The plan also includes pedestrian friendly and traffic calming concepts that can be utilized to improve the conditions of pedestrian travel in the City.

Additionally, the NMTP includes a supplement titled the “Placerville Downtown Trail Feasibility Study.” The feasibility study provides detail on issues related to the Highway 50 Operational Improvements Project and the concept of a trail alignment through the downtown core of the City. The supplement helps to inform the larger Non-Motorized Plan process.

The Plan can be downloaded (see left) or viewed during business hours at the EDCTC office. Copies may be purchased at the EDCTC office for a $10 copying fee. (A few days' notice is required to prepare copies requested for purchase.)
