

THE EL DORADO COUNTY TRANSPORTATION COMMISSION IS NOW THE DESIGNATED
AIRPORT LAND USE COMMISSION FOR EL DORADO COUNTYLocal airports play an important role in the safety, efficiency, and sustainability of communities. Airports better the quality of life and enhance mobility by connecting communities with business services, emergency response, fire suppression, law enforcement, tourism, and travel. Airports are a critical element of the regional transportation network and must be maintained as development pressures grow and communities expand. The EDCTC understands the importance of local airports and the necessity to effectively plan airport area land uses that function in agreement with airport operations.
On July 3, 2008 the El Dorado County Transportation Commission (EDCTC) was designated as the Airport Land Use Commission (ALUC) for El Dorado County. As the designated ALUC, EDCTC will provide technical and advisory support to the Georgetown and Placerville Airports, and the Cameron Park Airport District. The EDCTC/ALUC will serve four primary functions under the State Aeronautics Act of the California Public Utilities Code commencing with Section 21670 (Division 9, part 1, Chapter 4, Article 3.5).
- Develop and adopt land use standards to minimize public exposure to safety hazards and excessive levels of noise;
- Prevent encroachment of incompatible land uses around public-use airports;
- Prepare an Airport Land Use Compatibility Plan (ALUCP) for the area around each public use airport defining compatible land uses for safety, density, height, and noise;
- Perform land use consistency determinations for proposed projects within each ALUCP.
The Comprehensive Land Use Plans may be updated during FY 2010/11 dependent upon grant funding. As funding becomes available, EDCTC/ALUC will begin preparing the ALUCP for the area around each airport. These plans will define and assess compatible land uses for safety, height, and noise on and near airports.
EDCTC/ALUC will review development proposals within ALUC jurisdiction to make certain proposed land uses are compatible with airport operations as outlined in the ALUCP. Land use compatibility reviews will be completed as needed with resulting findings provided to the county.
The California Department of Transportation, Division of Aeronautics, updated the California Airport Land Use Planning Handbook in 2002. The updated Handbook is to be used by Airport Land Use Commissions to address airport/land use safety issues and determine compatible land uses surrounding airports in California. Currently, the 2002 Handbook is being updated. EDCTC staff has been involved throughout this update process.
EDCTC planning activities also include administration of the ALUC and providing technical assistance. EDCTC coordinates with the California Department of Transportation Division of Aeronautics for ALUC planning activities and funding. As the designated Airport Land Use Commission for El Dorado County, EDCTC is responsible for defining planning boundaries and setting standards for compatible land uses surrounding airports.The EDC ALUC established the following schedule of fees for fiscal year 2008/2009.

California Division of AeronauticsPursuant to California Government Code, Title 7.91, Section 67950, the El Dorado County Transportation Commission is the responsible agency for transportation planning for the western slope of El Dorado County.
The California Government Code Section 29532.1(g) identifies EDCTC as the designated regional transportation planning agency for El Dorado County, exclusive of the Lake Tahoe Basin.
Section 21670.1 of the California Public Utilities Code permits the Board of Supervisors and the City Selection Committee in a California county to make a determination by majority vote that proper land use planning for airports can be accomplished through the actions of an appropriately designated body, and that body so designated shall assume the planning responsibilities of an airport land use commission.
