Western El Dorado County Coordinated Public Transit – Human Services Transportation Plan
Federal Transit Law, as amended by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), requires that projects selected for funding under the Elderly Individuals and Individuals with Disabilities (Section 5310), Job Access Reverse Commute (JARC), and New Freedom programs be “derived from a locally developed, coordinated public transit-human services transportation plan.” SAFETEA-LU further requires that the plan be “developed through a process that includes representatives of public, private, and non-profit transportation and human services providers and participation by members of the public.”
The Coordinated Public Transit-Human Services Transportation Plan (Coordinated Plan) for Western El Dorado County was managed by the Caltrans Division of Mass Transportation as a component of the statewide rural counties coordinated planning effort.
The Coordinated Plan was completed in two phases: the first resulted in an Existing Conditions Report, which describes existing transportation services and programs and identifies service gaps and needs. This phase also included a survey of key stakeholders and combined meetings of the EDCTC Social Services Transportation Advisory Council (SSTAC) and the El Dorado County Transit Authority (EDCTA) Transit Advisory Committee.
The second phase of the Coordinated Plan focused on identification of potential strategies and solutions to mitigate identified service gaps and needs and on developing a plan to implement those strategies. This phase included a public workshop at EDCTA in Diamond Springs where “potential service strategies” were developed to improve the mobility of individuals who are disabled, elderly, or of low-income status. The Coordinated Plan includes an implementation plan for the strategies that is ranked high, medium, and low as determined by the stakeholders during the planning process. The “potential service strategies” are a key component of the planning document, as projects must be derived from this section of the Coordinated Plan in order to be eligible for funding.
The Western El Dorado County Coordinated Public Transit – Human Services Transportation Plan was adopted on August 28, 2008, the Minute Order formally documenting the approval can be downloaded here.
