El Dorado County Transit Safety, Security, and Emergency Preparedness Plan

The El Dorado Transit Safety, Security, and Emergency Preparedness Plan (SSEPP) was developed in response to a national increase in awareness and occurrences of natural disasters, criminal activity and terrorism.  Public transit systems are expected to designate safety, security and emergency preparedness as a top priority and to assist in evacuations for critical incidents and emergencies.  In response to this expectation, EDCTC developed a grant application for development of the El Dorado Transit SSEPP.  EDCTC was awarded Transit Technical Planning Assistance grant funding in September 2009 and embarked on the effort to develop the El Dorado Transit SSEPP.

In close coordination with El Dorado Transit, EDCTC prepared the Draft El Dorado Transit SSEPP in accordance with Caltrans’ Rural Transit Emergency Planning Guidance.  The guidance, and the subsequent plan, are based upon the following emergency industry ‘best practice’ focus areas; Preparation, Prevention, Response, and Recovery.  The Preparation phase of the plan identifies and ranks Critical Assets (people, information, and property), and categorizes Threats (accidents and incidents, acts of nature, etc.), and utilizes the resulting data to develop a Prioritized Vulnerability Index.  The Prioritized Vulnerability Index highlights and ranks El Dorado Transit’s vulnerabilities and serves as the basis for the development of a Risk Reduction Plan.  The Risk Reduction Plan provides a discussion of current levels of protection and documents areas in need of improvement.  The SSEPP includes a county-wide mapping effort that highlights primary routes, identifies one-way in/one-way out roadways, unpaved roads, and potential emergency staging locations.  The plan includes inventories of neighboring transit agency capabilities and emergency contact lists.

In addition to El Dorado Transit, the plan was coordinated with the following agencies, organizations and committees:

  • El Dorado County Office of Emergency Services
  • El Dorado County Disaster Council
  • EDCTC Social Service Transportation Advisory Council
  • El Dorado Transit - Transit Advisory Committee
  • Sacramento Area Council of Governments’ Transit Coordinating Committee
  • El Dorado County Office of Education Transportation Supervisors Council
The Final SSEPP was presented to the Commission for approval at its June 2, 2011 meeting.
